Background

The Government of Kenya during the CG of November 2003 requested that donors take steps to harmonize, align, and coordinate their activities with the aim of increasing the efficiency and effectiveness of aid and of reducing transactions costs to government, in line with the objectives of the Rome Declaration of February 2003.  The Harmonization, Alignment, and Coordination donor group (HAC) was established shortly thereafter as a subgroup of the Donor Coordination Group (DCG), reporting to the World Bank as chair, with an initial membership of seven bilateral and multilateral agencies.  The number of HAC members has more than doubled since then and the work load has grown commensurately.  The HAC secretariat was therefore established to serve as a focal point for HAC related matters, manage the workflow, and coordinate HAC-related activities of members. 

Responsibilities

  • Develop and update the HAC work program.
  • Coordinate the inputs of HAC members to the work program. 
  • Coordinate the specific donor contributions to the CG, which the World Bank has delegated to the HAC as laid out in the CG roadmap. 
  • Coordinate preparation of the donor inputs on the Bank/Fund joint assessment note of the government's annual progress report of the IP-ERS, and related government documents.
  • Act as a resource person for the CG meeting itself and ensure its smooth running under the direction of the World Bank as co-chair.
  • Coordinate donor inputs to the joint government-donor statement of the CG meeting, prepared by the Bank and the government.
  • Serve as liaison between HAC, donor sector groups, the DCG, and the relevant government ministries, agencies, departments, and sector working groups.
  • Prepare minutes of HAC meetings, send out meeting agendas, and provide other administrative and support functions for HAC in line with the terms of reference for HAC (attached). 
  • Monitor and report on progress of the donor sector groups in implementing the HAC agenda.
  • Monitor donor coordination, harmonization and alignment work, including the formulation and implementation of a partnership document and progress in implementing actions agreed at the CG meetings and/or the KCG meetings.
  • Oversee creation and maintenance of the HAC website.
  • Maintain the calendar of key events and meeting involving donors.
  • Coordinate development of a joint country assistance strategy.
  • Serve as a repository for key documents of harmonization, alignment, and coordination and development issues.
  • Provide support to the External Resources Department of the Ministry of Finance for mutually agreed tasks.

Staffing, funding, location, and reporting

The HAC secretariat is headed by a senior international consultant and comprises a locally-recruited research assistant and secretary.  The secretariat is funded by contributions from HAC members.  It is housed in the World Bank offices in Nairobi.  It reports directly to the Chairman of HAC and through the Chairman of HAC to the World Bank country director, who chairs the DCG.
